Indian Institute of Skills to be set up in Kanpur, Mumbai and Ahmedabad on PPP model
The Ministry of Skill Development and Entrepreneurship has approved a proposal to establish Indian Institute of Skills (IISs) in Kanpur, Mumbai and Ahmedabad, said Anantkumar Hegde, Minister of State for Skill Development and Entrepreneurship, in a written reply to the Lok Sabha.
The skill training institutions were established in the 1960s and their functional design and orientation have remained largely the same. Thus, they lack modern training infrastructure and methodology to impart skill training in collaboration with industry leaders.
Therefore, seeking to promote the growth of the Indian skills sector, the Government of India has decided to establish state-of-the-art IISs in Mumbai, Ahmedabad and Kanpur on a not-for-profit Public-Private Partnership (N-PPP) basis.
The government will provide access to land to the private partners through a licence. The licence will stipulate, inter alia, the expectations from the private partner in terms of performance outcomes, such as a minimum of 5,000 students passing out every year for five years after commencement of operations.
Another example is campus placement of at least 70 percent of the trainees on a monthly median salary or income level based on current levels of wages for comparative positions and a skill wage premium befitting a high-quality aspirational skill institution.
The IISs seek to provide advanced skills in highly specialised areas including defence, aerospace, oil and gas and other emerging business domains. They aim to develop highly skilled technical manpower to meet the demands of organisations that are currently operating and are likely to set up their production/manufacturing and business facilities in India. They are expected to emerge as premier training institutions in the country and make vocational training aspirational for the youth.
