OpenAI to develop AI for U.S. military under $200M Pentagon contract
OpenAI will build advanced AI tools for the U.S. military under a $200M contract, marking a shift in the company’s stance on defence work.
OpenAI has secured a landmark $200 million contract with the U.S. Department of Defense (DoD) to develop advanced artificial intelligence prototypes for both warfighting and enterprise applications.
This announcement marks a major pivot for the company, which had until recently restricted its technology from military use.
A Strategic Shift in OpenAI's Mission
Formally announced on June 16, the contract falls under the Pentagon’s Chief Digital and AI Office (CDAO) and runs through July 2026, with work conducted mainly in the Washington, D.C., area. OpenAI will design “prototype frontier AI”, including large language model (LLM) agents, intended to tackle both combat-related challenges and internal administrative systems.
The DoD is particularly focused on projects in cyber defense, military healthcare, data analytics, and process automation for service members and support personnel.
Breaking the Military Taboo
Until early 2024, OpenAI's use policy expressly prohibited “military and warfare” applications. Over time, that restriction was quietly lifted, though the company maintains limits: AI use remains banned for weapon development or acts of physical harm.
Previously, the company did partner with defense ‑tech firm Anduril to apply AI in counter-drone systems, though strictly for security and defense purposes.
What the Contract Will Cover
Combat‑support tools: Designing AI prototypes to aid command decisions, threat identification, automated analysis, and other operational tasks.
Cybersecurity systems: Deploying AI that can detect, analyze, and respond to cyber threats in real time.
Administrative automation: Revolutionizing how the DoD manages healthcare scheduling, procurement, acquisition data, and paperwork—streamlining bureaucratic processes.
OpenAI has launched the initiative “OpenAI for Government”, proclaimed as a central program coordinating its work across federal, state, and local agencies—including the Pentagon. The first outcome is this DoD pilot and additional collaborations on other government AI tools.
A Milestone in Civil–Military AI
Defense analysts reportedly view the contract as significant for several reasons:
- At $200 million, it is one of the largest AI-focused awards ever granted to a commercial software firm by the Pentagon. It closely rivals the annual contract value held by Palantir, a major DoD vendor.
- OpenAI is entering a competitive field. Firms such as Anthropic, Google, and Meta are also bidding for roles in government and national security AI—some already offering tailored LLMs for intelligence and military needs.
- The contract reflects growing confidence in AI’s maturity: In late 2024, DoD’s Task Force Lima endorsed generative AI for government functions after extensive testing, though caution remains.
