Apple, Samsung seek middle path with Govt on Sanchar Saathi pre-install order

and Samsung will discuss the Sanchar Saathi app order with the government and attempt to find a middle path on the directive for its pre-installation on mobile phones, sources said.
In an order dated November 28, 2025, the Department of Telecom (DoT) directed manufacturers and importers of mobile handsets to ensure that its fraud-reporting app, Sanchar Saathi, is pre-installed on all new devices and deployed via software updates on existing handsets.

"Apple will discuss the order on Sanchar Saathi app installation and work out a middle path with them. The company may not be able to implement the order in the current form," an industry source told PTI.
According to the directive, all mobile phones manufactured in India or imported after 90 days from the order's issuance will need to have the app. All mobile phone companies must report compliance within 120 days.
For global handset makers, the mandate raises questions around ecosystem control, user consent, and region-specific software policies, especially for companies with tightly governed operating systems.
Sources said Samsung is reviewing the order and may also discuss it with the government before implementation. Emails to Apple and Samsung seeking comments elicited no response.
Former BSNL CMD and Independent Director at Lava International, Anupam Shrivastava, said the mandate is a strong step toward combating handset fraud and enhancing telecom cybersecurity. However, he emphasised that transparency around data access, storage and usage will be essential to safeguard user trust. Lava did not immediately comment on the matter.
