Govt Clears Rs.33,660 Cr BHAVYA for 100 Plug-and-Play Industrial Parks
The Union Cabinet has approved the ₹33,660 crore BHAVYA scheme to develop 100 plug-and-play industrial parks, aiming to boost manufacturing, ease of doing business, and large-scale job creation across India.
In a significant push to strengthen India’s manufacturing ecosystem, the Union Cabinet chaired by Prime Minister Narendra Modi has approved the Bharat Audyogik Vikas Yojna (BHAVYA), a ₹33,660 crore initiative aimed at developing 100 plug-and-play industrial parks across the country.
The scheme marks a decisive step towards building world-class industrial infrastructure, accelerating investments, and advancing India’s vision of Viksit Bharat and Atmanirbhar Bharat.
A New Industrial Blueprint for Viksit Bharat
BHAVYA builds on the foundation laid by industrial smart cities under the National Industrial Corridor Development Programme (NICDP). The initiative will be implemented through a collaborative model involving central and state governments along with private sector participation.
The goal is clear: create investment-ready industrial ecosystems that can support India’s next phase of manufacturing-led growth.
Plug-and-Play Parks to Transform Ease of Doing Business
At the core of BHAVYA is a strong focus on ease of doing business and deregulation. The scheme introduces:
- Pre-approved land parcels
- Single-window clearance systems
- Integrated infrastructure and services
These features enable companies to move from intent to production faster, eliminating traditional bottlenecks such as land acquisition delays and regulatory complexities.
Industrial parks under BHAVYA will span 100 to 1,000 acres, offering a comprehensive ecosystem for businesses.
Infrastructure Designed for Scale and Efficiency
The scheme provides financial support of up to ₹1 crore per acre for developing:
Core Infrastructure
- Internal roads and underground utilities
- Drainage systems and common treatment facilities
- ICT-enabled administrative systems
Value-Added Infrastructure
- Ready-built factory sheds
- Built-to-suit industrial units
- Testing laboratories and warehousing
Social Infrastructure
- Worker housing and essential amenities
Additionally, up to 25% support for external infrastructure will ensure seamless connectivity with highways, ports, and logistics networks.
Future-Ready and Sustainable Industrial Ecosystems
BHAVYA is designed with a strong emphasis on sustainability and efficiency. Key features include:
- Alignment with PM GatiShakti for multimodal connectivity
- Adoption of green energy solutions
- Development of underground utility corridors for a no-dig environment
These elements aim to create low-maintenance, high-efficiency industrial zones, reducing operational disruptions and improving productivity.
Driving Jobs, Investment, and Regional Growth
The scheme is expected to generate large-scale employment opportunities, both direct and indirect, across sectors such as manufacturing, logistics, and services.
By enabling cluster-based industrial development, BHAVYA will:
- Strengthen domestic supply chains
- Promote regional industrialisation
- Attract global and domestic investments
Key Beneficiaries
Primary:
- Manufacturing companies
- MSMEs and startups
- Global investors
Secondary:
- Workers and local communities
- Logistics and service providers
The initiative is expected to create lakhs of jobs while unlocking new economic opportunities across states and union territories.
Challenge-Based Selection to Ensure Quality Execution
Projects under BHAVYA will be selected through a challenge mode, ensuring that only investment-ready, reform-oriented proposals are approved. This approach aims to maintain high standards in execution and maximize impact.
NICDC’s Role in Building India’s Industrial Backbone
The National Industrial Corridor Development Corporation (NICDC), under the Department for Promotion of Industry and Internal Trade (DPIIT), will play a central role in implementing the scheme.
Currently overseeing 20 projects across 13 states, NICDC has been instrumental in developing greenfield industrial smart cities that enhance competitiveness and attract investment.
A Strategic Leap Towards Atmanirbhar Bharat
The approval of BHAVYA signals a transformational shift in India’s industrial policy, moving towards ready-to-use, globally competitive manufacturing ecosystems.
By reducing entry barriers, improving infrastructure, and enabling faster industrial setup, the scheme is set to:
- Boost exports
- Strengthen manufacturing capabilities
- Enhance India’s position in global supply chains
As India accelerates towards becoming a global manufacturing hub, BHAVYA stands out as a cornerstone initiative shaping the country’s economic future.
