Finance Minister Nirmala Sitharaman announced a series of disability-focused measures in the Union Budget 2026–27, signalling a renewed push on skills, assistive technology, and access for persons with disabilities.
Finance Minister Nirmala Sitharaman on Sunday unveiled measures aimed at improving livelihood opportunities and access to assistive technologies for persons with disabilities (PwDs), referred to as Divyangjan, in the Union Budget 2026–27.
Presenting the Union Budget in Parliament, the FM proposed the launch of the Divyangjan Kaushal Yojana, an initiative focused on creating dignified livelihood opportunities through industry-relevant and customised skill training, tailored to the specific needs of different disability groups.
The Finance Minister also announced the Divyang Sahara Yojana, which seeks to improve timely access to high-quality assistive devices for eligible persons with disabilities. As part of this initiative, the government will support the Artificial Limbs Manufacturing Corporation of India (ALIMCO) to scale up the production of assistive devices, while investing in research and development and the integration of artificial intelligence.
In addition, the budget proposed strengthening of the PM Divyasha Kendras and supporting the establishment of Assistive Technology Marts, envisioned as modern, retail-style centres that will enable persons with disabilities and senior citizens to view, try, and purchase assistive products in accessible, consolidated spaces.
These announcements come as a renewed focus on skill development, manufacturing capacity, and last-mile access to assistive technologies for persons with disabilities.
