Public services like the issuance of birth certificates and registration of marriages will be brought to the doorsteps of New Delhi’s residents in a few months. At a cabinet meeting chaired by Arvind Kejriwal a few days ago, it was decided that the scheme will start with 40 services in the first phase.
From the time of beginning, the scheme, which Deputy CM Manish Sisodia referred to as “home delivery of governance,” will add 30 services every month until all areas are covered. According to Livemint, Sisodia said,
“It is for the first time that such a provision is being made by any state government in the country. The government has decided that all the services under Delhi government will be home delivered. People will have to just call the government and they will come to your house at your convenience, take the required data, and deliver documents.”
The scheme, in its first phase, includes issuance of caste certificates, registration of marriage, birth/death certificates, old age pension schemes, new sewage connections, and similar ones from the revenue department.
Although the idea is to eliminate multiple trips to government offices and the hassle of never-ending queues, people will still have to visit the respective offices as and when their presence is required. The government plans on hiring a private agency to implement the scheme.
When someone wants to apply for a driving licence, for instance, he or she should call the call centre assigned to them and register the details. The Mobile Sahayaks (facilitators) will then come to their doorstep with the necessary machines, including biometric devices. Talking to The Times of India, Sisodia said,
"Mobile Sahayaks (facilitators) will be hired through the agency that would set up call centres. The Mobile Sahayak will be equipped with all necessary machines such as biometric devices and a camera. For home delivery services, the applicant would be charged a nominal fee which is yet to be decided."
