Tamil Nadu launches homes to support transitioning transgender persons
The Aran Illam homes aim to provide safe housing and rehabilitation support for transgender persons, with the first two facilities inaugurated in Chennai and Madurai.
Tamil Nadu Chief Minister M. K. Stalin on Monday inaugurated 'Aran Illam'—a housing facility in Chennai and Madurai to offer safe accommodation and holistic support for transgender individuals during their transition.
The scheme is part of the state's broader commitment to uplift the lives of transgender persons, recognising the manifold challenges—social, mental health, security—that they face.
The first two homes that have been launched are located in Chennai's Shenoy Nagar and Anna Nagar in Madurai.
Each facility can accommodate up to 25 residents aged 18 or above, who may stay from one month to as long as three years. To apply, an individual must hold an identity card issued by the Tamil Nadu Transgender Welfare Board.
Residents will receive essential services, including accommodation, clothing, food, counselling (psychological and career), and legal aid. The initiative also aims to assist in reuniting residents with their families and helping them continue their education or employment.
The offering complements other welfare measures already in place for the trans community in Tamil Nadu. The state government has rolled out subsidies of up to Rs 50,000 to help transgender persons start small businesses, provided pensions to destitute transgender individuals over 40, and issued identity cards through a mobile app.
Earlier in August, Tamil Nadu also unveiled its State Policy for Transgender Persons, which grants preferential treatment in housing schemes and promises legal reforms. Although activists have faulted the policy for lacking reservation guarantees.
In Perurani (Thoothukudi district), construction of houses earmarked for transgender persons had been stalled for years due to a lack of funding, leaving structures half-built and uninhabitable, according to reports. Critics warn that schemes are only meaningful if they are fully implemented, adequately funded and responsive to the needs of all transgender and intersex persons.
The launch of the Aran Illam homes marks another step in the state’s ongoing effort to create accessible social infrastructure for the transgender community, beginning with Chennai and Madurai before expanding to other districts.
