How to apply for the Provincial Nominee Program(PNP) for Canada immigration?
Provincial Nominee Program(PNP) across Canada is seeking and employing foreign nationals, who are skilled and young. For this, they have made the provincial nomination accessible and easier for the candidates. Popularly, there are two models through which the candidates can apply for the Provincial Nominee Program(PNP) –
- Through Express Entry linked streams
- Through Non-Express Entry
No matter which model is used by the candidate for immigration to Canada, Express Entry linked or Non-Express Entry, a separate application will be required to be submitted for the Permanent Residency(PR) status to the IRCC (Immigration Refugee and Citizenship Canada)

Another way to apply in this stream is to mention the province you are interested in when you are creating your Express Entry program profile and wait for “Notification of Interest” by the province which they will offer through your account if you are selected.
Non –Express Entry linked streams
This is another way of applying in which the candidate can apply to the province directly and not go through the Express Entry channel. The first step would be to visit the website for Canada Provincial Nominee Program(PNP) state your choice of stream. The application will be reviewed by the province and if you meet the eligibility criteria you will be issued a nomination certificate. After you receive your nomination you need to file for the permanent Residency application.
How does the selection system in the provincial nomination work?
The government of Canada allows the provinces with the right to nominate the candidate who wishes to apply for Canada immigration and is suitable for the province as well based on the labor market requirement. Every Canada Provincial Nominee Program(PNP) list will have its own selection streams and there will be at least one immigration stream in a province that will be attached to the Express Entry immigration system of selection.
There are 21 provinces in Canada and each province has its own selection system, the total number of streams in these provinces are more than 80 and the candidate can choose the best program through which he / she can immigrate to Canada based on his skills and capabilities.
After the introduction of Express Entry system in 2015, many provinces have also introduced the Expression of Interest (EOI)system for their selection, which is very similar to the Express Entry Program. How to apply for Provincial Nomination without a Job offer?
Although it is good of the candidate has a job offer from a Canadian employer for immigration but there are also several programs through which the candidate can immigrate to Canada without the job offer -
- Ontario Immigration Nominee Program HCP stream allows candidates to immigrate without Job offer if the candidate meet the Express Entry Comprehensive Ranking System points as “determined by the director”
- Saskatchewan Express Entry sub category and occupation in-demand category both does not require any job offer from the candidates.
- Nova Scotia Express Entry pathway also allows the candidates to immigrate to Canada without the Job offer
- Manitoba Provincial Nominee Program (MPNP) in the Skilled Workers category also doesn’t ask for a job letter from the aspiring candidates.
