Providing drinking water & drainage system

I had been watching from several ad agencies recommending several properties in various cities for sale but I could not notice that whether these sellers are providing assured drinking water at all times and providing assured drainage on long term basis. Almost all of us are falling into this mirage and getting trapped. Are there any independent agencies available certifying the existence of such basing amenities at such selling sites? If so enlighten me sir.
