A pizzeria is a restaurant or a bakery that bakes pizzas and sells the same. Starting a pizzeria is a competitive idea with many branded chains available in the market that are thriving already. Hence lots of planning needs to go in getting the pizza restaurant ready to start operations –choosing the right location and planning the interiors are two prime criteria here.

Registrations/Licenses Required:

a. One of the most important license/registration for a food business operator is the Food License from the Food Safety and Standards Authority of India (FSSAI).

This food license is typically the first thing that a food manufacturer and seller need to have in place while commercially handling or serving food to the general public. FSSAI issues the license after due inspection of the premises of the food business operator (FBO) and testing the various food categories that are being/proposed to be manufactured, stored, sold, distributed by the FBO. The license or the registration that is issued by FSSAI is not valid for a lifetime – the FBO needs to apply for FSSAI license renewal at regular intervals and every time the renewal is done, the said authorities visit the restaurant premises and test the food and other associated things for renewing the license.

At any point, if the FBO is found to be non-compliant with rules and regulations laid down by the Food Safety and Standards Act, 2006, there are penalties that are levied on the FBO of varying capacities depending on the type of offense committed. The highest penalty, of course, is the cancellation of the food license thereby making the FBO incapable of carrying out any commercial transaction pertaining to food products.

A stand-alone pizza shop should apply for the State license that is granted by the state government. A pizza chain that operates at different locations in the country needs to apply for the central license as well as the state license.

• For applying for both the FSSAI licenses, Form–B needs to be filled up and signed by the proprietor/partner or the authorized signatory.

• Application for a central license can be initiated from the FSSAI online portal at https://foodlicensing.fssai.gov.in/index.aspx. The online application for state license can be filled up only for states that are active on the Food Licensing & Registration System (FLRS), for remaining states; the application needs to be submitted manually. The FLRS is used for tracking the status of the application too.

b. Health/Trade License that is issued by the State Municipal Corporation or the Health Department. Some of the important documents that need to be submitted for this license are:- Ownership Proof or Rental Agreement; site plan and layout; electricity and water bills, sewer connection proof, medical fitness certificate of workers etc.

c. Eating House License that is provided by the Licensing Police Commissioner of the city. Application for this can be filled in online.

d. Registering under the Shop and Establishment Act. Within 30 days of starting the business, this certificate needs to be taken from the Register of Establishment. This certificate must always be displayed on the premises of the Pizzeria.

e. Get a No-objection Certificate from the State Fire Department. There is a proper inspection of the premises before the certificate is issued,

f. Music License from the Phonographic Performance Limited (PPL) for playing pre-recorded music.

g. Obtain the Certificate of Environmental Clearance

h. Signage License from the local municipal corporation.

i. For all business entities earning Rs. 20 lakh annually or more, apply online for Goods and Services Tax.

j. Registering for Professional Tax with the Profession Tax Office (State) and Employees Provident Fund Organization (EPFO).

k. For all business entities earning Rs. 20 lakh annually or more, apply online for Goods and Services Tax Registration.

l. Registering for Professional Tax with the Profession Tax Office (State) and Employees Provident Fund Organization (EPFO).

m. Business is also required to be registered based on the work structure like Private Limited Company, LLP firm etc.
